Would be the Balmain one shoulder ruffle sequin dress, had it not been given the absurd price tag. Searching for knocks or DIY projects, you would think forever 21 would have made a one shouldered sequined dress by now... and they have but it is sleeveless, which is always an option and you could add the ruffle.
