I loved this skirt from the Tour de Force collection and saw it as a very achievable DIY especially with a number of skirts lying around my house in need of some jazzing. My first thought of the 3D panels was that they looked like a bunch of tuxedo lapel panels, anyone have any other alternative idea for them?? I'll be with out the sewing machine for a while before I can try but I'll keep you posted!
